![]() Drawing on in-depth interviews with people with intellectual disability and the managers of community centres in the State of Victoria, Australia, the paper analyzes how the resultant community spaces shape the terms on which people with intellectual disability participate. This paper highlights how personalized disability support funding interacts with community organizations that have adopted some neoliberal ideas about responsibility and entrepreneurialism. Concurrently, geographers have shown that community organizations have adopted commercial and bureaucratic qualities while continuing to facilitate opportunities for active citizenship and participation. In many countries, the introduction of individual budgets for disability support has shifted some responsibility for community inclusion onto individuals with disability and their carers. This paper analyzes how personalized disability support interacts with the uneven and incomplete neoliberalization of community organizations and how this affects access and inclusion for people with intellectual disability. ![]() O estudo traz contribuições teóricas, práticas e recomendações para novas pesquisas pertinentes para um tema atual, relevante e humanitário. Constataram-se também desafios de ordem interna e externa, destacando-se fatores como dificuldades de acompanhamento do refugiado após sua conquista de emprego, limitação de capital humano, crise econômica atual, não transferência de habilidades, falta de apoio governamental. Os resultados mostraram contribuições significativas para a integração por meio de assistência envolvendo aspectos jurídicos, tratamentos físico-emocionais, apoio no aprendizado da língua portuguesa, em capacitações profissionais e encaminhamento para o mercado de trabalho. Para isso, utilizou-se uma pesquisa de natureza descritiva, com abordagem qualitativa nos moldes do interpretativismo, aplicada a cinco mediadores de entidades sociais na cidade de São Paulo, SP. O objetivo deste trabalho consiste em compreender quais as contribuições e os desafios das organizações voluntárias para a integração de refugiados no mercado de trabalho brasileiro. It also demonstrates how the main challenges of the third sector in the Brazilian context impact its support in facilitating and maintaining the employment of displaced persons. This study contributes to the literature on the integration of refugees into the labor market by demonstrating the importance of voluntary organizations in this process. The results of the study can foster greater participation of public policymakers and society in supporting the third sector, aiming at a greater reach in the provision of services of mediators for the effective integration of refugees in Brazil. Meanwhile, difficulties such as post-employment refugee monitoring, legislative obstacles to the verification of skills, structural and human capital limitations of mediators, the national economic crisis and the lack of government support are identified as the main challenges for long-term assistance to refugees. The findings of this study support the importance of voluntary organizations in the employment of refugees, based on background that will contribute directly to the training of displaced persons in the Brazilian labor market. The shadow state concept emerged nearly two decades ago as part of scholars' efforts to critically analyze welfare state restructuring.
